CalSAFER is a data management system maintained by the Department of Toxic Substances Control (DTSC). It operates as the information center for the regulatory activities of the Safer Consumer Products Program (SCP). Entities subject to SCP regulations will be able to communicate and exchange information with the Department through this portal, and stakeholders will be able to view and/or comment on submissions.

Our Regulations

The Department’s SCP regulations took effect October 1, 2013. The regulations, which can be viewed here, were created to advance the following goals:
  • Reduce toxic chemicals in consumer products
  • Create new business opportunities in the emerging safer consumer products industry
  • Help consumers and businesses identify what is in the products they buy for their families and customers

Program Activities

Alternatives Analysis

Responsible entities who manufacture a Priority Product will be required to submit an Alternatives Analysis (AA) report to the Department. To submit an AA Report, log in and select Alternatives Analysis Report under the Submit link in the top menu bar. Click here to view AA Reports that have been submitted to the Department.


SCP proposed Regulations, Priority Product Work Plans, Alternatives Analysis reports, and proposed Regulatory Responses are all subject to public comment. Start or view a comment.


Responsible entities are required to notify DTSC if they manufacture a Priority Product within 60 days of the regulations being adopted. See the Priority Products box for due dates. Click here to begin a Notification.


The SCP program accepts petitions to add or remove chemicals or entire chemical lists from the Candidate Chemicals list. Submit a petition using the menu above or view a petition.

Candidate Chemicals List

Use CalSAFER to search the Department's informational list of Candidate Chemicals which are periodically updated. The list includes the chemical name, the Chemical Abstracts Service Registry Number (if applicable), the basis for listing the Candidate Chemical (hazard trait and authoritative list name), and the group name (if applicable).
